Objective of the Position – Border Consortium Organization

TBC is seeking an experienced finance manager based in Thailand. The successful candidate will oversee financial management, contract oversight, and donor compliance among sub-grantee partners. This role is essential in ensuring that relief and recovery funds are used effectively, transparently, and in compliance with donor regulations.

Major Tasks

Management and budgeting in the Financial Sector

  • Collaborate with the Head of Finance to prepare the annual operating budget for the Myanmar Programme, covering all related TBC costs.
  • Ensure projects’ budgets align with donor regulations, reporting templates, and guidelines (including UNOPS/LIFT, DFAT, FCDO, MFAT, BPRM, and others).

Partners and their Budget

  • Draft Letters of Agreement (LOAs) and amendments: provide budget estimates, allowable cost breakdowns, banking information, and fund transfer schedules.
  • Monitor sub-grantee compliance with LOAs and contractual obligations.
  • Review sub-grantee budget proposals; advise improvements.
  • Develop donor proposals, including disaggregation for sub-grantees.
  • Create customized financial reporting templates for sub-grantees that align with both TBC’s chart of accounts and donor-approved budgets.
  • Manage the disbursement of advances and liquidation of those advances with sub-grant partners.

Hierarchy and Reporting

  • Validate expense eligibility; ensure correct budget line allocation.
  • Provide training programs in accounting software (e.g., QuickBooks) for TBC staff and sub-grantee partners.
  • Monitor foreign exchange rate fluctuations; assess the impact on grant burn rates monthly.
  • Prepare updated spending forecasts as required.
  • Reconcile sub-grantee expenses against approved budgets regularly.
  • Draft consolidated financial statements covering sub-grantees and TBC’s internal operating costs for multiple donors.

Auditing and Adherence to Donor’s Conditions

  • Ensure all financial and contractual operations of the Myanmar program comply with donor requirements, including anti-fraud and corruption policies.
  • Lead coordination and preparation for external audits: gather receipts and supporting documents, and respond to audit findings.

Empowerment and Representatives

  • Identify financial management training needs among sub-grantees and TBC field staff.
  • Develop and deliver training on financial systems, budgeting, fraud prevention, and compliance.
  • Represent TBC in meetings with donors (MFAT, FCDO, UNOPS/LIFT, BPRM, Australian DFAT, etc.) and workshops with implementing partners.
  • Occasionally travel across Thailand and Myanmar to monitor financial practices and provide coaching; translate/interpret between English, Burmese, and Thai as needed.

Eligibility Criteria

  • Graduate degree (master’s preferred) in accounting, finance, or a related field.
  • At least 10 years’ experience in accounting and financial management, preferably in the NGO or humanitarian sector.
  • Demonstrated ability in supervis­ing finance teams under NGO/donor regulations.
  • Strong knowledge and skills in budgeting, financial forecasting, and financial reporting.
  • Solid experience with auditing processes and donor compliance (including anti-fraud and donor audits).
  • Fluency in English and Burmese, and Thai language skills are an advantage.
  • High proficiency in MS Excel and QuickBooks; knowledge of other accounting or ERP systems is a plus.
  • Strong analytical, planning, and organizational skills. High integrity and attention to detail.
