Objective of the Post

  • The selected consultant—who must be a Myanmar national—will support UNESCO in enhancing the effectiveness of education programs through data analysis, coordination, and research.
  • The role requires a deep understanding of Myanmar’s education context, combined with technical knowledge in results-based management and educational data systems.

Major Tasks

1. Monitoring and Evaluation, and Implementation

The consultant will lead the rollout of the Joint Response Framework (JRF) for monitoring, reporting, and evaluation across education projects in Myanmar. This includes:

  • Aligning individual M&E systems of UN agencies, INGOs, NGOs, and the Education Cluster with the JRF.
  • Ensuring the use of consistent indicators, methodologies, and data collection tools.
  • Building a unified monitoring system to track investment performance and learning outcomes.
  • Developing regular M&E reports that summarize findings, highlight success stories, and provide actionable recommendations.
  • Facilitating capacity-building workshops and promoting best practices in data management and performance reporting.

These efforts will help ensure that all education partners contribute to a coherent, evidence-driven framework that supports inclusive and equitable education for all learners in Myanmar.

2. Carry out Education-Related Research

The consultant will engage in desk-based research and literature reviews to inform education strategies and program design. Specific tasks include:

  • Reviewing existing studies and documents on Myanmar’s education system.
  • Identifying key trends, challenges, and opportunities that shape education development.
  • Supporting data collection efforts through interviews, surveys, or consultations with education stakeholders.
  • Analyzing findings to guide future programming and strengthen UNESCO’s evidence base.

By linking research results to the M&E system, the consultant will help ensure that policy recommendations and interventions are grounded in reliable, up-to-date evidence.

3. Foster Management Knowledge Management 

UNESCO’s education coordination efforts depend on effective collaboration and information sharing among national and international partners. The consultant will:

  • Facilitate communication across thematic working groups and education sector coordination platforms.
  • Support the integration of policy, planning, and resource allocation across stakeholders.
  • Establish and maintain an online Knowledge Management Portal—for example, a SharePoint-based platform—to serve as a centralized hub for reports, tools, and sector data.
  • Curate and organize key resources to ensure easy access and usability.
  • Train partners on knowledge-sharing practices, ensuring inclusive participation and sustainable system use.

Through these activities, the consultant will strengthen Myanmar’s education sector by promoting transparency, collaboration, and data-driven decision-making.

Eligibility Criteria

Education:

  • Master’s degree or higher in Education, Social Sciences, Development Studies, or a related field.

Professional Experience:

  • Minimum of eight years of professional experience in Myanmar’s education sector.
  • At least five years of work focused on monitoring and evaluation, sector coordination, or education research, preferably with UN agencies or INGOs.
  • Proven experience facilitating dialogue between government agencies, NGOs, and international development partners.
  • Hands-on experience conducting literature reviews, surveys, and data analysis.

Skills and Competencies:

  • Strong analytical and reporting skills.
  • Proficiency in data management and M&E tools.
  • Excellent communication and interpersonal abilities.
  • Capacity to work independently and manage multiple priorities effectively.

Languages:

  • Excellent command of English and Burmese (written and spoken).

Education and experience requirements

  • PhD in Education or Social Sciences.
  • Ten or more years of experience in the education sector development, M&E, or research.
  • Proven leadership in system strengthening or education policy reform.
  • Advanced knowledge of educational data systems and capacity-building methodologies.

Important dates and Outputs

The assignment will run for approximately seven to eleven months, starting in December 2025.
Expected deliverables include:

  • A detailed work plan and literature review report (December 2025).
  • Progress reports on thematic working groups and the knowledge management portal (January 2026).
  • JRF monitoring dashboard (February 2026).
  • Comprehensive M&E guidelines and indicator definitions (March 2026).
  • Annual JRF Monitoring and Evaluation Report (April 2026).

Workstation and Travel Arrangement

The consultant will be based in Yangon, Myanmar, with possible travel for project-related missions. Travel will follow UNESCO’s standard regulations, including economy-class airfare and daily subsistence allowances (DSA) where applicable.
