Organizational Context

The Regional Coordination Officer (RCO) will be based at the IOM Regional Office in Vienna, working under the direct supervision of the Regional Director (RD). The officer will also coordinate closely with other regional office units, IOM headquarters, sub-regional offices, and key external partners.

This position plays a crucial role in:

  • Supporting regional leadership.

  • Setting strategic priorities.

  • Coordinating planning and communication across the Europe and Central Asia (ECA) region.

  • Ensuring smooth operational oversight of IOM’s activities.

Major Responsibilities

1. Planning and Management Support

  • Provide direct backstopping support to the Office of the Regional Director, including the coordination of COCFs, liaison with the SRO in Brussels, and outreach to Chiefs of Mission (COMs) and Heads of Office (HOOs) in the ECA region.

  • Support the RD in managing the Regional Office, particularly in strengthening regional coordination mechanisms and advocacy strategies.

  • Provide conceptual support to regional decision-making processes, including strategic planning and development, in close collaboration with the Regional Policy and Liaison Officer (RPLO) and the Regional Planning, Monitoring, and Evaluation Officer (RPMEO).

2. Coordination Functions

  • Collect inputs from relevant units to prepare updates and briefings for the RD.

  • Draft presentations, reports, and talking points for high-level internal and external meetings.

  • Monitor organizational developments and facilitate seamless collaboration and information sharing with IOM Headquarters and other regional offices.

  • Act as the focal point for regional planning, reporting, and monitoring initiatives.

3. Substantive Support

  • Draft, review, and coordinate responses to communications, background papers, status reports, and donor-related documentation.

  • Research policy, strategy, and management issues relevant to the region.

  • Represent IOM at donor briefings, UN meetings, and regional coordination events when requested.

  • Undertake official duty travel within the region as required.

  • Perform other tasks as assigned by the Regional Director.

Required Qualifications and Experience

Education

  • Master’s degree in Political Science, International Relations, Law, Social Sciences, Business Administration, or a related field from an accredited academic institution, with five years of relevant professional experience; or

  • Bachelor’s degree in the above fields with seven years of relevant professional experience.

Professional Experience

  • Proven experience in the coordination and management of executive offices or units.

  • Strong background in supporting and advising executive leadership.

  • Track record in organizing and coordinating regional and international events or meetings.

  • Professional expertise in migration and development, including field-based project development, management, and reporting.

  • Proven experience liaising with governments, donors, academia, international organizations, and NGOs.

  • Experience working with or as a migrant is considered an advantage.

Languages

  • Required: Fluency in English (oral and written).

  • Desirable: Working knowledge of another UN language (Arabic, Chinese, French, Russian, or Spanish). Knowledge of a regional language is a strong advantage.
